This is a responsible, technical and specialized position with budget and financial responsibilities relating to the City-wide budget. Work includes performing extensive budgetary, financial and trend analysis of the operating and capital improvement budgets and monitoring department expenditures for budget compliance. Reports to Director, Office of Budget & Management.
Performs analysis and evaluation of budget expenditure requests and revenue projections (departmental budget requests). Evaluates budget justifications, goals, objectives and measurements.

Monitors budgets and takes appropriate action to correct noncompliance. Researches and verifies account accuracy of department fund transfer requests and resolutions.

Participates in financial analysis for special projects and budget research activities. Queries computer mainframe files, and prepares spreadsheets and reports. Performs trend analysis in both revenue and expenditure accounts and assists City employees with analytical and forecast processes. Assists in preparation of annual budgetary cost allocations.

Assists in analysis and preparation of documents and workbooks used in annual budget workshops. Participates in conferences, workshops, and hearings regarding budgetary operations.

Participates in the preparation and amendment of budget policies, procedures, guidelines, and budget preparation instructions. Assists in the organization of the budget process and training of budget preparers in the use of the mainframe budget program.

Primarily responsible for the coordination and preparation of the City's budget document, which is published annually.

Performs research and provides budgetary/financial information to City Council, City Management, departments and the general public.

Required Qualifications :

Graduation from an accredited college or university with a Bachelor's degree in accounting, finance, business or public administration, economics or related field. Two years experience in municipal finance or budgeting in a high level or major responsibility for overseeing budget monitoring/compliance systems is preferred. Any equivalent combination of training and professionally responsible experience will substitute on a year-for-year basis for the required college degree.
Knowledge of general budgetary and accounting principles and methods and familiarity with or knowledge of fund accounting.

Advanced computer skills requiredand the ability to create complex analysis using software applications with considerable exposure to spreadsheet and database applications

Ability to plan, organize, and carry out work assignments sometimes under time constraints, and meet multiple deadlines. Ability to research and compile data and to prepare reports from such records. Ability to use independent judgement to solve problems.

Ability to communicate effectively, both orally and in writing; and to establish and maintain effective working relationships with supervisors, subordinates, other employees, public officials and the general public. Ability to remain calm in stressful situations.

Annual Salary $41,900.00 - $73,400.00, DOE
