The purpose of the class is to oversee the development of the comprehensive plans and programs for utilization of land and physical facilities regarding County projects, planning documents, and local land development regulations.The class is responsible for project review, and providing oversight to other Land Development employees to these ends.  The class works within broad policy and organizational guidelines, independently plans and implements projects; reports progress of major activities through periodic conferences and meetings.

  • Compiles and analyzes data on economic, social, and physical factors affecting land use, and prepares or requisitions graphic and narrative reports on data.

  • Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal.

  • Reviews and evaluates GIS and other information applying to specified private and public planning projects and programs.

  • Engages with design professionals, architects, engineers, developers, contractors and others to discuss land use and design-related matters.

  • Makes presentations and recommendations on land use and ordinance applications to elected and appointed officials. 

  • Attends public meetings.

  • Promotes a working environment conducive to positive morals, individual style, quality, creativity, and teamwork.

  • Monitors and comments on proposed state and regional legislation, codes and policies.

  • Provides assistance to other County Divisions and Departments regarding the Land Development Code .

  • Reviews applications for new development to ensure compliance with local, state, and regional regulations.

  • Performs field studies and prepares reports based on findings. 

  • May prepare reports for variances, conditional uses, atlas amendments. planned unit developments, plats, ordinance amendments, development agreements, DRI's, and plat/street vacations.

  • Performs data entry and retrieval.

  • Generates general correspondence and responds to public questions and concerns via phone, in person or through written response.

  • Understands the comprehensive plan and LDC text amendments, including housing and design standards.

Required Qualifications :

Education, Training, and Experience:
Requires Bachelor's degree in urban planning, architecture, public policy, or related field and at least 10 years of progressively responsible planning experience or Master's degree in urban planning, architecture, public policy, or related field and at least six years of progressively responsible planning experience. Requires working knowledge of Microsoft Office products.

Certificates, Licenses, Registrations, Skills:
Requires valid Florida Driver License for required travel. AICP preferred. May require Notary Public Certification. Must have or be able to  obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses 100C and 700B. Must have strong working knowledge of computers and Microsoft Office Products.

Salary:  $1,985.08 - $2,977.62 bi-weekly
