Provides high-level administration of all road maintenance and improvement projects in the County.  Responsible for planning division operations, coordinating projects and budgets, and administering personnel issues.  Works within a general outline of work to be performed, and develops work methods and sequences under general supervision.
Includes administrative and supervisory work directing and coordinating the maintenance of over 2,300 miles of existing roadways including drainage and related components, as well as, the maintenance and upgrade of 38 bridges.  Manage a division of 76 employees. Supervise the construction, maintenance and repair of highways, roads, drainage structures, sidewalks, bridges, vegetation control, traffic control signage and special construction projects.  Responsible for providing estimates, procuring equipment and necessary materials and obtaining permitting for projects. Prepares annual operating and capital improvement project budgets, reports, correspondence and records of operations.  Monitors expenditures. Responds to citizen complaints. Works closely with the Director of Public Works.  Performs related work as required. 

  • Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination.

  • Provides long-range planning and high-level organization of road maintenance construction projects.

  • Develops and manages division budget, including procurement and expenditure activities.

  • Provides supervision to division, including resolution of personnel issues.

  • Develops short term, tactical business plans.

  • Manages capital projects.

  • Prepares documents for presentations to the BOCC, regulatory agencies and citizen groups.

  • Resolves customer complaints, citizen inquiries, and requests from Commissioners.

  • Performs other related duties as required.

  • After-hours emergency response, as needed.

Required Qualifications :


Education, Training, and Experience:
Preferred Bachelor's degree in engineering, public administration, business administration, or one of the function areas in public works. PE is desirable. Experience in the field of public works/civil engineering, including considerable experience in a responsible supervisory capacity.  Requires 10 years of experience with previous experience in construction, paving, and road maintenance preferred.
Certificates, Licenses, Registrations, Skills:
Must have, or be able to obtain within 90 days of employment, certification in FEMA National Incident Management System (NIMS) courses 100 pwb, 200b, 700b, 800b, as well as G-300 and G-400 as the course becomes available.  Also, FDOT Temporary Traffic Control Intermediate Certificate is required and IMSA Traffic Signals Level I is desired.  A valid Florida Driver License is required for required travel

Salary:  $2,090.33 - $3,135.52 bi-weekly
