POSITION TITLE, SERIES AND GRADE:
Social Insurance Specialist Claims Representative & Service Representative, GS-105- 5, 7, 9

 

APPOINTMENT: Excepted non-competitive appointment. Individuals must participate in a two-year training program and fulfill the conditions described in Appointment Agreement in order to be eligible for conversion to a permanent civil service appointment. Failure to meet these conditions will result in termination of appointment.

DUTIES: Claims Representatives conduct interviews and help claimants develop their claims for retirement, survivors and disability benefits, medicare and/or supplemental security income. They work with claimants to establish eligibility and continuing eligibility for payment, assist claimants in filing for administrative appeals, adjudicate claims and authorize them for payment, provide referral services, and identify and investigate potential program abuse.

DUTIES: Service Representatives conduct interviews and help clients determine eligibility to benefit for retirement, survivors and disability benefits, medicare and /or supplemental security income. Answer incoming calls, process changes, corrections, or updates to client records, identify and develop potential program abuse.

SELECTIVE PLACEMENT FACTOR: For positions in the GS-105 and 962 series, candidates must demonstrate the ability to deal professionally with the public.

TRAINING: Candidates will be required to attend and successfully complete technical training class and on the job training (OJT). Training may be held in a location other than the candidate's assigned duty station.

VRA Appointments:
Veterans Recruitment Appointment (VRA) Authority
The Jobs for Veterans Act, Public Law 107-288, amended title 38 U.S.C. 4214 made a major change in the eligibility criteria for obtaining a Veterans Recruitment Appointment (VRA). The VRA is a special authority by which agencies can, if they wish, appoint eligible veterans without competition to positions at any grade level through General Schedule (GS) 11 or equivalent. (The promotion potential of the position is not a factor.) VRA appointees are hired under excepted appointments to positions that are otherwise in the competitive service. There is no limitation to the number of VRA appointments an individual may receive, provided the individual is otherwise eligible.

After two years of satisfactory service, the agency must convert the veteran to career or career-conditional appointment, as appropriate.
Eligibility Criteria:
Disabled Veterans or Veterans who served in a campaign or expedition for which a campaign badge has been authorized or Armed Forces Medal was awarded; or recently separated.


  • Disabled veterans; or

  • Veterans who served on active duty in the Armed Forces during a war, or in a campaign or expedition for which a campaign badge has been authorized; or

  • Veterans who, while serving on active duty in the Armed Forces, participated in a United States military operation for which an Armed Forces Service Medal was awarded; or

  • Recently separated veterans, are those who separated within the last three years.


Veterans claiming eligibility on the basis of service in a campaign or expedition for which a medal was awarded must be in receipt of the campaign badge or medal.
In addition to meeting the criteria above, eligible veterans must have been separated under honorable conditions (i.e., the individual must have received either an honorable or general discharge).


Terms and Conditions of Employment
A VRA appointee may be promoted, demoted, reassigned, or transferred in the same way as a career employee. As with other competitive service employees, the time in grade requirement applies to the promotion of VRAs. If a VRA-eligible employee is qualified for a higher grade, an agency may, at its discretion, give the employee a new VRA appointment at a higher grade up through GS-11 (or equivalent) without regard to time-in-grade.

Required Qualifications :
Minimum required for the Claims Specialist - 4 year degree from an accredited educational institution

Miminum requirement for Service Representative - 2 year degree from an accredited educational institution.

Annual Salary:
Social Insurance Specialist (Claims Specialist) - $41,365.00 - $50,598.00 per year
Service Representatives - $29,847.00 - $41,365.00 per year

APPOINTMENT TYPE: Excepted two years career-conditional appointment in the excepted service under the terms of the Veterans Readjustment Appointment (VRA) Public Law 107-288, amended title 38 U.S.C. 4214.
