MAJOR FUNCTION
This is a technical position related to traffic engineering practices and traffic control. All functions of the position support maintenance of safety and welfare in functional areas related to pavement marking on roads as well as assisting the Traffic Engineer in the operations of the Traffic Section. Responsible for overseeing work program and staff for pavement markings on county roads as well as assisting the Traffic Engineer in the operations of the Traffic Section.


ESSENTIAL FUNCTIONS
The following statements describe the principal functions of this job and its scope of responsibility, but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the work load.

  • Performs and oversees preventive maintenance on traffic pavement markings.

  • Responsible for Pavement Marking crews daily work assignments to maximize operational efficiency.

  • Reviews and inspects pavement marking installation plans using federal, state, and County specifications as guidelines.

  • Participates in the supervision and training of subordinate staff.

  • Maintains records pertinent to repair and care of controls equipment.

  • Enforces all safety rules and regulations

  • Maintains a complete inventory and record of all traffic materials, equipment, and tools.

  • Deals directly with the public and other County Departments in matters relating to traffic pavemnt marking and related requests, complaints and other issues.

  • Responsible for daily work assignments of the pavement making crews to maximize operational efficiency

  • Manage annual traffic count programs and activities.

  • Attends conferences and meetings pertaining to traffic operations maintenance, design and construction.

  • Reviews traffic studies and traffic control plans to ensure compliance with the Manual on

  • Uniform Traffic Control Devices.

  • Records and manages citizen concerns; provides investagory reports with recommendations to the Traffic Engineer.

  • Reviews and assists with preparation of traffic studies and traffic control plans; ensures compliance with the Manual on Uniform Traffic Control Devices.

  • Review and provide comments of private development plans as well as participating in field inspections.

  • Participates in the supervision and training of subordinate staff.

  • Assists with monitoring and recording of the Traffic Section’s material budget.

  • Supports the organization’s guiding principles and core values.


SECONDARY FUNCTIONS

  • Assists with special projects and other related work as required.

  • Performs other duties as assigned.


CUSTOMER SERVICE
This is a front-line position for providing customer service to members of the general public and other County employees. Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department. Service is provided in person and by phone contact.

SUPERVISION
Responsible for directly and regularly supervising work of a relatively small number of employees. Includes assigning, directing, evaluating, and reviewing work of subordinate employees. Responsibilities include evaluating job performance, recommending selection of new staff members, promotions, status changes, and discipline; and planning, scheduling, and coordinating work operations.

 

Specialized Skills and Abilities

  • Experience in traffic pavement marking installation and repair (including maintenance of same) in accordance with Federal, State, and County regulations

  • Experience in utilizing MS Office, and Outlook software (or similar).

  • Knowledge of MUTCD, FDOT and other regulatory standards/criteria.

  • Strong knowledge of the standard practices, methods, tools and materials of the traffic control and sign fields.

  • Basic traffic engineering knowledge relating to proper traffic pavement marking standards and operations.

  • Ability to effectively manage employees and schedule work.

  • Experience in civil or traffic engineering.

  • Knowledge of procedures, methods, and practices of conducting traffic engineering studies in connection with traffic control.

  • Knowledge of equipment and materials utilized in traffic engineering studies and traffic control.

  • Knowledge of inventory methods and record control.

  • Knowledge of standards and practices related to roadway pavement marking.

  • Ability to prioritize and analyze data.

  • Ability to effectively manage employees and schedule work.

  • Ability to organize work and meet multiple deadlines.

  • Ability to remain calm in stressful situations.

  • Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns.  Includes the ability to build a constructive team spirit where team members are committed to the goals and objectives of the team.


Machines and Equipment
To accomplish the tasks of this position, the employee will be required to operate a computer, calculator, telephone, fax machine, copy machine, and other general office equipment, as well as drive a vehicle. In addition, the employee may be required to operate various traffic counting machines and equipment, traffic pavement marking equipment, heat applicator machine, hand rolling machine, fork lift, two-way radio, soldering machine, post-hole digger, measuring instruments, multimeter, hoist, and various hand and power tools.
Required Qualifications :
High school graduate with 6 years of progressively responsible experience with 3 years supervisory experience in traffic operations, to include signs, signals, and/or pavement markings. College level education with major course work in engineering, or other related field may be substituted for the required experience on a year-for-year basis (up to 2 years of experience).

Licenses
Valid Florida Driver License for required travel.

Certifications
Certification as Pavement Markings Techincian Level II from the International Municipal Signal
Association (IMSA) and ability to become certified as Pavement Markings Technician Level III from IMSA within 12 months of assignment. Maintenance of Traffic (MOT) Intermediate, OSHA Forklift Certification and FEMA certifications (NIMS) within 12 months of assignment.

Salary: $41,995.20 - $59,155.20 Annually, DOE
