DISTINGUISHING CHARACTERISTICS OF WORK:

This is a highly responsible supervisory position and requires specific work in planning, organizing and directing the activities of the Countys Building, Zoning and Code Enforcement Departments.

This is a highly advanced and responsible supervisory position that requires thorough knowledge of the Levy County Code of Ordinances, Chapter 50, Land Development Code; the Florida Building Code; the National Electrical Code; the National Flood Insurance Program as administered by the Federal Emergency Management Agency; the rules and regulations of the Construction Industry Licensing Board and the Building Code Administrators and Inspectors Board; the Florida Accessibility Code for Building Construction and The National Fire Prevention Codes N.F.P.A. 70, the National Electrical Code and N.F.P.A. 101, the Life Safety Code.

This position requires administrative work in the enforcement of the Levy County Code of Ordinances, the Florida Building Code, and the Construction Industry Licensing Laws of the State of Florida.
This position requires a general knowledge of the rules and regulations of the Southwest Florida and Suwannee River Water Management Districts; the Florida Department of Transportation; the Department of Environmental Protection and the Army Corps of Engineers.

Work involves responsibility for the administration and direction of enforcing building, zoning and land use regulations through the inspection of property and dissemination of information. Position incumbent exercises independent judgment in directing building, zoning and code enforcement operations. Work is performed independently with general supervision by an administrative superior. Job performance is reviewed periodically through conference and written reports.

This position requires valid licenses issued by State of Florida under Chapter 468 Florida Statutes, to exercise all powers and duties of a licensed Building Code Administrator.

This position requires the ability to coordinate data, communicate with people and offer solutions to resolve issues.

SECONDARY FUNCTIONS:


  • Inspects new construction, alterations, mobile homes or repairs of buildings and other structures to ensure compliance with building codes, ordinances and zoning regulations for the protection of life and property, and the health, safety and general welfare of the public.

  • Conducts plan reviews, including blueprints, engineering specifications and sketches accompanying applications for building permits for compliance with building codes and county ordinances.

  • Interprets building codes and associated construction regulations to building inspectors, plans examiners, contractors and property owners, and offers solutions to meet the necessary standards for compliance.

  • Aid plans examiners and building inspectors in the interpretation of construction plans and documents.

  • Reviews all elevation certificates for new construction and substantial improvements located in special flood hazard areas.

  • Responsible for code enforcement for violations of the Countys Land Development Code.

  • Responsible for code enforcement related to the requirements of the National Flood Insurance Program.

  • Responsible for code enforcement for construction without permits.

  • Responsible for the enforcement of construction industry licensing laws within unincorporated Levy County.

  • Performs evaluations of existing structures.

  • Maintains records of daily inspections through subordinates.

  • Assists general public with zoning and building code related issues.

  • Possess and maintain a valid Florida driver license for required travel.

  • Maintains continuing education credits.

  • Conforms to the code of conduct as stated in the adopted personal manual.

  • Maintains county equipment in good condition and appearance.

  • Performs other duties as assigned by administrative superior.



CUSTOMER SERVICES:
Job description requires personal contact with subordinate employees in the office, employees of other county departments, citizens, and customers of the department. Service is provided in person, by telephone or by written correspondence.

SUPERVISION:
This position has highly responsible supervisory responsibilities. The Development Department Directors work is performed with considerable independence and self-initiative.
All works of the Development Department is done under the direction and supervision of the Development Department Director. The Development Director is responsible for providing direction to all department employees.

REASONING ABILITY:
Requires performing supervisory work involving policy and guidelines, solving bother people and work related problems. Requires performing professional level work requiring the application of engineering, accounting or legal methods in the solution of technical, administrative or legal problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems, and the coordination of sub-professional work in these disciplines; requires continuous, close attention for accurate and frequent exposure to unusual pressures.

MATHEMATICAL SKILLS:
Requires performing addition, subtraction, multiplication and division, calculating ratios, rates and percent, and may require the practical application of measurements or geometric construction.

LANGUAGE ABILITY:
Require using basic algebra involving variables and formulas, basic geometry involving plane and solid figures, circumferences, areas, and volumes, the practical application of measurements and calculating percentages, ratios, rates and proportions.

SUPERVISORY FUNCTIONS:
Oversees employees in the Development Department. Requires supervising or leading others by determining work procedures, assigning duties, maintaining harmonious relations, and promoting efficiency.
Required Qualifications :
CERTIFICATES, LICENSES, REGISTRATION, SKILLS:
Requires Standard Building Code Administrator certification from the Florida Department of Business and Professional Regulation. Certified Plans Examiner, Certified Building Inspector certifications preferred.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Administers the County's land development code, building codes, zoning ordinance and code enforcement program.

  • Requires considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

  • Attends and participates in the public hearings, conferences and professional meetings and activities of various boards and committees dealing with matters related to the Levy County Land Development Code and other related ordinances or issues.

  • Oversees and coordinates the review of site plans and applications for zoning permits and other permits and certificates required by the Zoning Ordinance or Building Code; confers or corresponds with architects, building owners and the public concerning questions involved in the enforcement process; confers with staff of other County departments or agencies regarding projects or problems of joint concern.

  • Reviews development proposals for consistency with adopted land development regulations.

  • Reviews applications for Special Exception Uses, Conditional Uses, and Variances; writes staff reports and recommendations to the appropriate Board(s).

  • Makes recommendations for changes in ordinances and regulations relative to the land development code.

  • Develops implements and maintains strategic, fiscal and capital improvements for the Development Department.

  • Prepares and monitors Development Departments budget(s).

  • Performs all required duties of the Flood Plain Manager and Community Rating System Coordinator.

  • Coordinates departmental functions with the requirements of state and federal agencies.

  • Prepares or reviews personnel evaluations of all Development Department employees.

  • Assures consistency in the administration, application and enforcement of the Countys Code of Ordinances.

  • Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
