General Description


The Economic Development Director coordinates and implements the Countys efforts to attract, retain and grow business, industry, and jobs in Citrus County. This position assesses the needs of the business community and introduces innovative outreach programs and proactive solutions to produce effective economic development results and establishes policies and programs that aid in the retention, success and expansion of existing businesses.

The primary work schedule for the position is Monday to Friday from 8:00 am to 5:00 pm.

Salary Disclosure:
Salary Range: $60,291.92 to $88,426.78 plus benefit and retirement options

Essential Function

  • Directs and oversees a comprehensive interdisciplinary economic development program for the County which includes business retention, business recruitment, new business start-up, retail development, and real estate investment to strengthen the commercial tax base while promoting and encouraging programs that enhance the Countys sense-of-place and quality of life

  • Identifies and nurtures public/private joint ventures that are consistent with community objectives, including RFP solicitations, new initiatives, and revitalization efforts

  • Facilitates communication and contact between stakeholders and government officials

  • Tracks and reports economic data trends

  • Develops a variety of cost-effective marketing initiatives and small business assistance strategies related to economic development to attract and retain targeted businesses and nurture start-ups consistent with the Countys overall brand image

  • Supports strategic development and implementation of targeted special events collectively with partners for employees, citizens, and visitors alike that strengthen, promote, and celebrate the Countys unique brand identity

  • Prospects for, and builds relationships with, successful businesses; promotes the County as a place for their business expansion/relocation plans; and provides details on the characteristics of specific spaces

  • Builds rapport with businesses, property owners and real estate brokers

  • Coordinates and collaborates with partner institutions, including the Citrus County Chamber of Commerce, CareerSource CLM, College of Central Florida, Citrus County School District, foreign consulates and trade offices, various other chambers of commerce, and other state and regional economic development organizations

  • Participates in, and travels to, business recruitment events, trade missions, conventions, and trade shows as needed and appropriate

  • Represents the Countys Economic Development efforts while working collaboratively and regularly with other agencies, boards, authorities, commissions, and civic groups by fostering a culture or mutual respect and cooperation

  • Maintains "best practice" comparisons and stays informed of technological advancements and trends in municipal economic development

  • Develops and implements long range and annual action plans to meet the needs of a growing County while collaborating on "big picture" strategies through County policies, procedures, and regulations

  • Proposes, analyzes, recommends and acts upon Federal, State and Local regulations and ordinances which will affect or enhance economic development projects. Ability to articulate and advocate for a business-friendly environment helpful

  • Manages various consultant contracts and affiliations with maximum results while requiring a minimum of County resources

  • Perform other duties as required








EMERGENCY RESPONSE/RECOVERY ACTIVITIES
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

Required Qualifications :



MINIMUM REQUIREMENTS:




Education, Training, and Experience

  • Bachelor's Degree in Public Administration, Planning, Business Administration, International Business, Economics, Marketing, or related field

  • Five (5) years of progressively responsible experience in Economic Development


Certificates, Licenses, Registration, Skills

  • Requires valid Florida Driver License for required travel

  • Certified Economic Developer (CEcD) preferred

  • Extensive knowledge of all pertinent federal, state, and local rules, regulations, ordinances, and other regulatory standards applicable to the work, and applicable Sunshine Laws

  • Extensive knowledge of modern administrative principles, practices and procedures of all phases of Economic Development services and operations

  • Requires ability to maintain courteous and effective relations with County staff and the public

  • Proven skill in leadership, decision making, coordinating resources and services, and negotiating and interpreting contracts

  • Ability to exercise sound judgment and discretion in decision making and all phases of responsibilities

  • Requires basic math skills to analyze and compute statistics, financial transactions, and other standard calculations related to the analytical functions of the position

  • Must have superior oral and written communication skills, including considerable public speaking experience, and highly developed interpersonal interaction skills

  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.)

  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:

    • IS-100.c: Introduction to the Incident Command System (ICS)

    • IS-200.b: ICS for Single Resources & Initial Action Incidents

    • IS-700.b: An Introduction to the National Incident Management System

    • IS-800.c: National Response Framework, an Introduction



  • Must have or be able to obtain within 6 months certification in FEMA National Incident Management System (NIMS) courses:

    • ICS-300: Intermediate ICS for Expanding Incidents

    • ICS-400: Advanced ICS and General Staff




Physical Requirements:

  • Requires sedentary work that involves walking or standing some of the time

  • The job involveslifting and carryingup to 10 pounds on a regular and recurring basis. On occasion up to 20 pounds.
