DESCRIPTION: 
This is a professional position, responsible for the implementation, and monitoring of Utility Capital Improvement Projects. The Project Manager takes direct project management responsibility for specific enterprise projects and administration of Capital Improvement Project budgets for the Electric Utility. This candidate possesses the leadership and communication skills to drive medium to large scale projects in the organization. This position coordinates with the planning staff regarding special projects. This position reports to the Electric Engineering Supervisor.

Organizational skills and ability to work independently are essential; Leadership skills; General knowledge of budget administration and standard project management techniques are desired; Ability to complete research, compile and analyze data and present ideas and findings in written, oral, and graphic form; Knowledge of sourcing and procurement techniques; Ability to use independent judgment to interpret policies, develop recommendations, and problem solve; Ability to establish and maintain working relationships with staff, consultants and other project stakeholders; General knowledge of planning principles and practices; Ability to meet multiple deadlines and set priorities; Ability to direct and monitor the work of others, as it relates to project tasks; Remains calm in stressful situations; Ability to maintain confidential information; Knowledge of modern office practices and of standard office equipment including working knowledge of user-oriented data processing equipment and systems.

EXAMPLES OF DUTIES:

Identifies resources/work streams and assigns responsibilities; Creates and executes project work plans and revises as appropriate to meet changing needs and requirements; Performs many procurement duties, being responsible for the supply of products and services essential to the successful implementation and completion of various projects. Duties include scope-writing and bid packaging; Prepares Requisition Requests; Manages and approves invoices for payment; Manages the day to day operation aspects of a project and scope; applies the Utility's methodology and enforces project standards; Manages the project meetings along with communicating to the Project Stakeholders; Minimizes exposure and project risks; Ensures project documents are complete, current and stored appropriately; Tracks and reports on consultant expenses; Manages and monitors contracts for services; Leads internal work streams; Manages project budgets; Prepares reports, Council agenda memoranda, and billing documents for CIP projects. Maintain records and files; Reviews work products when drafted and completed by consultants; Assists in the preparation and administration of the Engineering Division's budget; Assists with forecasting expenditures for budget preparation and budget analysis; Reviews divisions' budget requests for accuracy and reasonableness; Assists in preparing final budget for the Division Supervisor to submit to the Utility Director, Budget Office and the Assistant City Manager; Prepares and monitors a 5-year CIP budget plan; Establishes systems and processes for documentation of CIP expenditures; Tracks expenditures on CIP projects throughout the year and provides monthly financial reports to the Division Supervisor and Utility Director; Assists Division Supervisor in preparation of goals, objectives, and strategies on a short-term and long-term basis; Completes administrative studies and analyses; Conducts research, analyzes data, develops recommendations, observations, or summaries, and submits written and oral reports to Division Supervisor on a variety of special assignments.
Required Qualifications :
TYPICAL QUALIFICATIONS: 

High School Graduate or GED and an Associate of Arts degree with courses relevant to engineering. Minimum 7 years experience in Electric Utility, including minimum 4 years experience in coordination of medium to large scale Residential and Commercial Electric Utility Projects. Any equivalent combination of education, training and experience can be substituted for each year of college. Must possess advanced computer skills, including MS Word, Excel, Project the Utility Work Management and Financial Systems. Must possess a working knowledge of methods used in project management. 

LICENSES/CERTIFICATIONS 

Must possess and maintain a valid Florida Operators Driver's License for required travel.



Position is full-time



Annual Salary: $41,900 - $75,600 per year, DOE.
