Summary:


The Ocala Housing Authority (OHA) is recruiting a FINANCE DIRECTOR to manage the financial operations of a $10 million agency. The OHA has a HUD-designated High Performing Housing Choice Voucher program of 1,382 vouchers, 186 Public Housing units and other open market units. This is a full-time position which answers directly to the CEO and acts as supervisor to the Accounting Department. Performs and supervises accounts receivable, accounts payable, accounting records and other related duties in the daily administration of the accounting department. Includes grant administration accounting. 



Supervisory Responsibilities:
Supervises up to two (2) accounting clerks/coordinators

Skills and Abilities:


  • Knowledge of HUD and other federal, state and local regulations related to the financial operations of a public housing authority and nonprofit organization; direct experience working with GAAP and GASB.

  • Maintain confidentiality at all times, written and verbal communication skills. Highly Preferred: direct experience preparing and submitting Voucher Management System (VMS) and Financial Data Schedule (FDS) reports to REAC; and experience preparing public housing operating subsidy budgets.

  • Prepares monthly, quarterly and annual reports, including income statements, balance sheets and special reports as required by HUD, the State and the Chief Executive Officer. 

  • Keep accurate and details records and meet project deadlines while working in a fast paced environment

  • Interpret, explain, and apply applicable laws, rules and regulations

  • Proficiency in Excel, Outlook, PowerPoint and Word

Required Qualifications :
The Finance Director is a hands on working position that will maintain control of the general ledger, including preparation of internal and external financial reports. Will be required to delegate appropriately. Interpersonal skills required, ability to encourage others and listen to feedback, work closely with executive leadership and staff from all departments, and adapt quickly to changing priorities in this fast-paced organization. The selected candidate must have the flexibility to attend Board and other meetings outside of normal work hours, and will be required to travel outside of the county and state for training and meetings.


Bachelors or higher degree in accounting, finance or business administration from an accredited college or university, plus 10 years of progressively responsible experience in accounting. Minimum of seven years of management experience.
