MAJOR FUNCTION
This is a technical position involved in analysis and evaluation of existing or proposed geographic information management system(s) (GIS), and designing solutions, programs and related procedures to process GIS data for Fire Rescue Department.

ESSENTIAL FUNCTIONS
The following statements describe the principal functions of this job and its scope of responsibility, but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the work load.


  • Develops a programming plan for the language, files, data base interface, and techniques in accordance with approved standards and systems specifications for GIS data management and analysis.

  • Communicates with the customer to analyze and evaluate systems and programming specifications.  Prepares logic flow charts or decision tables as guides to coding o f the program.

  • Develops scripts and models using the ESRI supported tools. Scripts or coding outside the ESRI supported tools are coordinated with the Information Technology (IT) Department for formal review and approval before implementation into “production” environments. 

  • Works closely with the Information Technology Department to request system level and database changes on behalf of the Fire Rescue Department. 

  • Prepares comprehensive documentation and operational instructions for the GIS programs. Prepares all training aids. Writes all documentation and all user manuals for Fire Rescue use. Assists with the training of software related to departmental GIS needs.

  • Prepare charts and diagrams to assist in problem analysis, and submits recommendations for solutions.  Prepares program specifications and diagrams, and develops logic flowcharts 

  • Recommends modifications to programs, systems, or standards in order to improve their overall effectiveness. 

  • Prepares statistical and data analysis in excel.

  • Experience using analytical GIS tools and cartography/map production.

  • Recommends modifications to systems and standards in order to improve the overall department effectiveness.

  • Knowledge of Geo processing tools and model builders as applicable to GIS systems.

  • Provides Fire Rescue Department user support. Resolves all problems as assigned and makes recommendations and reports any unresolved problems for resolution.

  • Researches, creates, manages and maintains GIS spatial and tabular data to provide the users with the most current and accurate available data.

  • Performs data analyses on spatial and tabular data to produce reports, maps, graphs, and/or charts as requested by management and user departments. 

  • Report to work at the appointed hour, as scheduled, and to work the entire assigned schedule.


SECONDARY FUNCTIONS

  • Performs other duties as assigned.

  • Supports the organization's guiding principles and core values.


CUSTOMER SERVICE
This is a front-line position for providing customer service to members of the general public and other County employees. Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department. Service is provided in person or by phone contact.

SUPERVISION
Occasionally functions as a lead worker for a small (one or more) group of employees. Provides guidance, assistance, review of work product, resolution of work problems and work direction.
Required Qualifications :
Education and Experience
Associate Degree or equivalent from two-year college or technical school; one year experience in object oriented programming; formal training in current County standard languages; or an equivalent combination of education and experience. Work in GIS cartography, natural sciences or related field is preferred.

Licenses
Valid Florida Drivers License for required travel.

 

Specialized Skills and Abilities



  • Knowledge of object oriented programming, relational databases, and local area networking fundamentals. 

  • Experience with USNG Map books. 

  • Experience with Excel statistical and data analysis tools. 

  • Ability to analyze data and meet deadlines. A

  • Ability to prepare comprehensive reports and training manuals. A

  • Ability to read and interpret aerial photographs, maps, deeds, and legal descriptions. 

  • Ability to organize material, analyze information, and develop appropriate recommendations. Skill in the use and operation of computers and peripheral equipment such as plotters. 


Full-Time Position

 

Salary: $21.07 - $32.55 per hour
