MAJOR FUNCTION


This is a highly responsible administrative position charged with assisting the Director of Growth Services in managing the activities of the County's Growth Services Department, including budget administration, planning, organizing, the preparation, amendment, maintenance, and interpretation of the Marion County Land Development Code and the Marion County Comprehensive Plan. Functional areas of responsibility include directing the activities of the Code Enforcement Division. Employees in this classification utilize independent judgment and decision making skills to implement the work programs of the Growth Services Department.



ESSENTIAL FUNCTIONS


The following statements describe the principal functions of this job and its scope of responsibility, but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods or otherwise to balance the work load.

  • Acts as department director in absence of the Growth Services Director

  • Assists Director in development of department work program.

  • Provides staff assistance to the local Planning and Zoning Commission, the Code Enforcement Board, the Board of County Commissioners, and other commissions/boards in the area of planning and zoning and code enforcement, for the community and the government.

  • Coordinates with regional and state planning and zoning programs and agencies, the review of new legislation and agency regulations as they affect the County and the Growth Services Department work program.

  • Supervises the code enforcement and planning and zoning staff, both County personnel and consultants on contract.

  • Develops data and policies related to planning and zoning and code enforcement.

  • Participates in grant fund programs, as required.

  • Provides public assistance with regard to the planning and zoning programs and code enforcement and their regulations.

  • Provides for review and consultation with other County agencies related to zoning, land- use regulation, code enforcement, transportation planning and impact fees, and economic development.

  • Serves on the development review committee in the absence of the Growth Services Director.

  • Assists the director in preparation of department budget and prepares special reports as required.

  • Conducts special studies when directed by the Growth Services director.

  • Attend conferences, public hearings, professional meetings, and board meetings, which may be conducted outdoors.

  • Assists Director in the development and implementation of department policies and procedures.


Secondary Functions
Performs other duties as assigned.



CUSTOMER SERVICE


This is a front-line position for providing excellent customer service to members of the general public and other County employees. Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department. Service is provided in person or by phone contact.

SUPERVISION 
Responsible for directly and regularly supervising work of a number of employees (18), with indirect supervision of the code enforcement division (12), excluding the Growth Services Director. Includes assigning, directing, evaluating, and reviewing work of subordinate employees. Responsibilities include providing on-the-job training; evaluating job performance; recommending selection of new staff members, promotions, status changes, and discipline; and planning, scheduling, and coordinating work operations.
Required Qualifications :

EDUCATION, EXPERIENCE, LICENSES, AND CERTIFICATIONS


Education and Experience


Master Degree in planning, public administration, architecture, landscape architecture, urban design or a related field; with seven years related experience in professional planning; or equivalent combination of education and experience.



Licenses and Certifications


Possession of a valid Florida Divers License.
American Institute of Certified Planners Certification is preferred.

Specialized Skills and Abilities

  • Thorough knowledge of the principles and practices of comprehensive planning and implementation.

  • Thorough knowledge of federal, state, and local regulatory requirements applicable to current and long range planning.

  • Working knowledge of County codes and regulations pertaining to planning, zoning, code enforcement and community development.

  • Ability to develop and manage an ongoing planning and zoning program to promote efficiency within local government.

  • Ability to research legislation to determine the effects on the ongoing planning / zoning program.

  • Strong organizational skills, with ability to prioritize tasks and meet multiple deadlines.

  • Knowledge of computers, including word processors and spreadsheet applications.

  • Ability to interpret legal descriptions, maps, aerial photography, and site plans.

  • Ability to remain calm in stressful situations.

  • Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns. Includes the ability to build a constructive team spirit where team members are committed to the goals and objectives of the team.


MACHINES and EQUIPMENT
This employee will be required to operate a computer, calculator, telephone, fax machine, copy machine, and other general office equipment, as well as drive a vehicle, in the completion of the tasks of the position. 

PHYSICAL DEMANDS 
While performing the duties of this job, the employee will occasionally be required to use hands to finger, handle or feel, reach with hands and arms, and lift up to twenty-five pounds; will regularly be required to stand, walk, and sit; and will frequently be required to talk and hear. Special vision requirements include close vision and the ability to adjust focus to bring an object into sharp focus.

Position is full-time

Salary: 
$33.65 - $51.98 per hour, DOE
