Individual will be responsible for assisting senior staff with the impact on City personnel pertaining to employment, planning, and performance decisions; assists with all issues related to people such as compensation, recruiting, hiring employees, onboarding personnel, performance management, training, and organization development and culture; responsible for the City Risk Management which includes management of all Property Liability Claims Program and Cyber Security enforcement. The position requires a strong sense of discretion in handling personnel records and matters. This employee will report directly to the City Manager. 


  • Manage all aspects of the employee hiring efforts including posting jobs, reviewing resumes, scheduling interviews, participating in the interview, order background investigations, perform reference checks and employment verification, make employment offer, onboarding and new orientation training

  • Responsible for the overall administration of City Personnel functions

  • Promote an environment that motivates, develops, and retains employees

  • Responsible to annually review City policies, procedures, and practices on:

Personnel matters 
Industry trends 
Federal, State, and Local Employment Legislation Compliance 
Wage and Salary

  • Conduct exit procedures to determine reason behind separation

  • Recommends, evaluates, and participates in staff development

  • Prepare new employee records

  • Complete Personnel Action Form

  • Maintain existing personnel records

  • Coordinate payroll and personnel paperwork with Senior Accountant

  • Review and approve bi-weekly payroll reports

  • Prepare and process all paperwork for employee matters

  • Act as liaison between City and employees

  • Serve as Administrator along with City Manager and/or Finance Director for all labor/union negotiations

  • Maintain position descriptions for all City positions

  • Maintain City Employee Policies and Procedures Manual

  • Compile/maintain payroll surveys/studies as needed

  • Serve as Risk Manager performing operational risk identification and assessment of city assets Implement strategic plan to prevent, eliminate and mitigate operational risks

  • Point of contact for all insurance claims with insurance agent

  • Maintain City assets insurance data including assets surveys

  • Initiate and Monitor Safety Programs throughout the City Departments

  • Other duties as assigned by City Manager
