GENERAL DESCRIPTION:
This position oversees the development of the comprehensive plans and programs for utilization of land and physical facilities regarding County projects, planning documents, and local land development regulations. Position is responsible for project review, and providing oversight to other Land Development employees to these ends. Position works within broad policy and organizational guidelines, independently plans and implements projects; reports progress of major activities through periodic conferences and meetings; makes presentations and recommendations on land use applications to elected and appointed officials.

The primary work schedule for the position is Monday to Friday from 8:00 am to 5:00 pm.

Salary Range: $2242.08 to $3318.66 bi-weekly.

 
ESSENTIAL FUNCTIONS:


  • Compiles and analyzes data on economic, social, and physical factors affecting land use, and prepares or requisitions graphic and narrative reports on data

  • Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal

  • Makes presentations and recommendations on land use and ordinance applications to elected and appointed officials

  • Reviews and evaluates GIS and other information applying to specified private and public planning projects and programs

  • Engages with design professionals, architects, engineers, developers, contractors and others to discuss land use and design-related matters. Makes presentations and recommendations on land use and ordinance applications to elected and appointed officials. Attends public meetings

  • Promotes a working environment conducive to positive morals, individual style, quality, creativity, and teamwork

  • Monitors and comments on proposed state and regional legislation, codes and policies

  • Provides assistance to other County Divisions and Departments regarding the Land Development Code

  • Reviews applications for new development to ensure compliance with local, state, and regional regulations

  • Performs field studies and prepares reports based on findings. May prepare reports for variances, conditional uses, atlas amendments. planned unit developments, plats, ordinance amendments, development agreements, DRI's, and plat/street vacations

  • Performs data entry and retrieval

  • Oversees and offers employee guidance, performs employee evaluations and resolves employee conflict

  • Generates general correspondence and responds to public questions and concerns via phone, in person or through written response

Supervisory Functions:

  • This job oversees Planner I and Planner II employees

Required Qualifications :










MINIMUM REQUIREMENTS:
Minimum Education and Training

  • Requires Master's degree, preferably in planning or related field, and at least 6 years professional planning experience

  • Or Bachelor's degree, preferably in planning or related field, and at least 10 years professional planning experience


Certificates, Licenses, Registrations, Skills :

  • American Institute of Certified Planners certified required

  • Requires valid Florida Driver License for required travel

  • Must have strong working knowledge of computers and Microsoft Office Products

  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses 100C and 700B


Physical Requirements :

  • The job requires light to medium work that involves periodic walking, standing, lifting, stretching, carrying, or stooping while conducting field research

  • May involve exerting between 20 and 50 pounds of force

  • The job requires considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy

Mathematical Skills :

  • Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions, or measurements, logarithmic, and/or geometric construction

  • May use algebraic solutions of equations and inequalities, descriptive statistics, deductive geometry, plane and solid or rectangular coordinates, and mathematical classifications or schemes


Language Ability :

  • Requires reading scientific and technical journals, abstracts, financial reports, and/or legal documents; speaking before professional and civic groups

  • Requires participating in panel discussions and speaking extemporaneously on a variety of subjects

  • The job requires writing complex articles, reports, and developing presentations for sophisticated audiences
