Summary:
This is a professional and technical position involved in system and business process analysis, evaluation, design, programming, implementation, and support of the City's application systems and has Project Lead responsibilities. Reports to the Systems Implementation Manager or Systems Support Supervisor.

Skills and Abilities:

  • Knowledge of application programming languages and/or system development tools relevant to the IT area supported which includes one or more of the following: SQL query and scripting, Microsoft SSRS and SSIS programming and Crystal Reports 

  • Experience in relational database design and management with one or more of the following: Database Management Systems: MS SQL-Server, Oracle, MS Access.

  • Ability to utilize MicroSoft Office applications and integrate with other application systems.

  • Experience with ad-hoc reporting tools, preferably Crystal Report Writer and Microsoft Dynamics SmartLists

  • Ability to analyze and interpret data and solve problems.

  • Ability to handle technical design and implementation of complex application features.

  • Ability to establish task and project priorities.

  • Possess organizational skills to maximize time to perform multiple tasks concurrently and meet established deadlines.

  • Ability to perform under pressure of deadlines with less than optimum resources.

  • Ability to plan and direct the work of others.

  • Ability to address and resolve conflicts.

  • Ability to interpret and comprehend written technical and business material to stay abreast of technology trends and changes.

Examples of Duties

  • Conducts analysis and evaluation of current and projected computer-based applications and systems.

  • Reviews existing procedures, prepares problem definitions, and recommends procedural changes as alternative to programming changes where applicable.

  • Involved in the planning, implementation, and execution of business-specific technology plans.

  • Conduct needs assessments and prepares functional and system requirements definitions.

  • Evaluates third-party software applications where appropriate with functional department personnel to determine functional fit to defined requirements.

  • Makes recommendations for development or acquisition of information systems required for support of the City's business functions.

  • Involved in the implementation of newly acquired applications including data definition, conversion specification, determination of data ownership and access privileges, definition of reporting requirements.

  • Evaluates new system development methodologies and tools for feasibility in improving system development efficiency.

  • Reviews, analyzes, modifies, and maintains application systems and associated databases which may include design, programming, testing, debugging, documenting, and installing.

  • Gathers requirements from users, details application design, creates specifications, and may develop code for new programs, program enhancements, and database access in both on-line and batch environments.

  • Prepares clear and concise technical documentation and functional user documentation.

  • Defines all data and system interface requirements affected by new applications.

  • Conducts thorough testing of new and modified applications prior to implementation.

  • Coordinates implementation of new and modified applications with the user department, ensuring satisfactory results.

  • Provides end user training on new applications or application enhancements.

  • Provides support to end users on a variety of issues.

  • Troubleshoot issues with existing or developed systems, and works with appropriate resources to resolve them.

  • Responds to telephone calls, email, and personnel requests for application support.

  • Tracks and monitors problems to ensure resolution.

  • Performs software installation or computer room operations duties as needed.

  • Provides supervisor with progress/status updates on a regular basis and ensures supervisor is informed of any scheduling delays or conflicts.


Required Qualifications :
Qualifications:

  • Graduation from an accredited 4-year college or university with major coursework in Information Technology and Business or related field.

  • Minimum of 7 years of paid experience of a progressively responsible nature in System and Business Process Analysis,

  • Application Systems Development/Support, and Database Management with demonstrated Project Management skills and the ability to direct the work of others.

  • An equivalent combination of training and professionally responsible experience may substitute for educational requirements.


Licenses/Certificates:
Must possess and maintain a valid Florida Operators Driver's License for required travel.

Annual Salary: $55,800 - $103,300.00, DOE
