JOB SUMMARY:
This position involves the daily planning, supervision and coordination of the operations associated with the Department of Public Works. Directly oversees the daily operational tasks performed by the Divisions of Parks, Facilities, Roads and Streets.

Work Schedule: Full - Time, hours not specified

Annual Salary: $42,400.00 - $62,000.00 DOE

DUTIES AND RESPONSIBILITIES:
(Other duties may be assigned as needed and appropriate.)


  • Coordinate, organize and direct the operation of building maintenance such as custodial maintenance, painting, plumbing, minor electrical repairs, remodeling, alteration, and construction projects. Responsible for job site logistics and operations, traffic control, discipline and record keeping.

  • Schedule and assign projects and inspect work while in progress and upon completion.

  • Inspect facilities and parks for safety hazards and maintenance needs and consider findings and development of work plans.

  • Coordinate, organize and direct grounds maintenance such as mowing and pruning.

  • Oversee landscaping of parks, facilities, cemeteries and other City property as needed.

  • Supervise heavy equipment operators and maintenance workers involved in street repairs and maintenance, excavation, hauling materials, mowing, right of way maintenance, and street sign maintenance.

  • Supervise fleet maintenance for all routine preventive maintenance on City owned equipment.

  • Assign individual tasks at job site.

  • Respond to inquiries from the public. Receive requests for information and complaints; investigate and resolve problems or refer to appropriate source.

  • Evaluate assigned personnel, recommends personnel action for discipline and training.

QUALIFICATIONS:

EDUCATION AND EXPERIENCE:


  • Employment in this position requires a two-year degree from an accredited college or university in construction materials and techniques, civil engineering or related field preferred; and five years of proven supervisory experience in streets, drainage, buildings and parks.

  • A combination of education and experience may be substituted for the minimum qualifications.


LANGUAGE SKILLS:

  • Ability to read, comprehend, interpret and administer, including but not limited to regulatory codes, policies, site plans, construction details and specifications and landscapes plans.

  • Ability to read reports and business correspondence.

  • Ability to effectively communicate and convey the requirements of pertinent codes and policies both verbally and in written form.


REASONING ABILITY:

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

  • Ability to interpret a variety of instructions furnished in written, oral, diagram, schedule or graphic form.


CERTIFICATES, LICENSES, REGISTRATION:
Travel requirements, Florida Drivers License and Class B CDL required.

OTHER SKILLS AND ABILITIES:


  • Knowledge of principles and practices of supervision.

  • Knowledge of occupational hazards as well as safety precautions of the work place.

  • Knowledge of methods, materials, and equipment required in the operation and maintenance of streets, storm systems, traffic control, painting, curbs, and sidewalks.

  • Knowledge of building and facilities maintenance techniques.

  • Skill in planning, developing, a managing a multi-year building maintenance plan.

  • Skills in coordinating facilities maintenance and operation programs and policies with management, staff, contractors, businesses and the community.

  • Skills in training, directing, motivating and managing assigned staff.

  • Ability to analyze problems and arrive at appropriate solutions.

  • Ability to make cost estimates on material needed for projects.

  • Ability to read and interpret basic blueprints and engineering plans.

  • Ability to communicate effectively, both orally and in writing.
