Job Description :
This is a highly responsible professional, administrative and supervisory position coordinating the enforcement operations and various labor and maintenance activities in the parks operations division of the Recreation and Parks Department. Reports to the Parks Operations Division Head.

Examples Of Duties:
Projects: Manages construction and capital projects in parks including installation of playground equipment, fencing, signage, park amenities, public art, concrete and the departments ADA Transition Plan.
Specialty Field Turf / Ballfields: Coordinates daily maintenance of all City specialty / sports turf and ballfields. Demonstrates thorough knowledge of agronomy and environmental turf grass management practices including pest/disease/weed management; an understanding of soil chemistry; plans and oversees construction, renovation and/or reconstruction of sports field and facilities; coordinates all maintenance schedules before and during sports events / tournament in accordance with the sports governing bodies' requirements for field layout and marking; works closely with department sports programming staff for internal athletic programs and external sports providers as needed to promote the City's sports tourism efforts.
This duty is performed daily.
Supervision: Plans and schedules work assignments for subordinates and establishes priorities. Identifies training needs and monitors the progress in equipment training program. Checks on employees at various job sites daily and evaluates progress and completion of jobs while ensuring the security and safety of the general public. Resolves employee concerns. Interviews, hires and counsels staff. Prepares performance evaluations; reviews time records; conducts staff meetings; and maintains confidential information. Provides a climate conducive to peak performance by subordinate staff. Develops and implements work processes and management systems including procedures for operations. This duty is performed daily.
Record Keeping: Completes reports and maintains various records. Verifies daily work tickets completed by employees. Plans and implements maintenance schedules and keeps files pertinent to the assigned division. Provides information needed to prepare equipment/material specifications for budget. This duty is performed daily.
Customer Service: Researches and resolves complaints or requests by other employees and the general public and ensures public safety. Provides information and gives referrals as appropriate. Involves direct contact and site visits. Coordinates work with other City Departments as required. This duty is performed daily.
(Enforcement Division Only) - Assists the general public with inquiries regarding rules, regulations, citations, etc. and dispatches enforcement officers to provide assistance as appropriate. Serves as department liaison in the absence of Division Head to city boards and community groups as it pertains to enforcement operations. This duty is performed daily.
Emergency Management: Required to report to work if a flooding or storm threat exists to mediate, correct or protect areas in the city from damage due to flooding or heavy rainfall. This duty is performed daily.
Budget: Provides information and estimates to justify expenditure budgets and assists supervisor in forecasting budgets based on knowledge of the operation. This duty is performed daily.
Contract Monitoring: Monitors performance of contractors involved in maintenance operations to ensure that services are provided in compliance with specifications. Keeps records of services provided and process payment requests. This duty is performed daily.
Provides support for department special events before, during and after the event in the areas and for functions relative to essential job duties and/or otherwise assigned. This duty is performed daily.

Supervisory Responsibilities:
Directly supervises 1 subordinate supervisor(s) who supervise(s) a total of 4-5 employee(s). Supervises 3-7 non-supervisory employee(s). Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
Required Qualifications :
Education/Experience:
Four year degree in recreation, parks, natural resources, horticulture, forestry, criminal justice, parks administration or other closely related field complimented by coursework in natural resource management, forestry, environmental management, wildlife ecology and conservation. A minimum of five years of direct supervisory experience within the field may substitute the four-year degree. Minimum four years experience in construction or maintenance work. Must have a minimum of three years experience in supervision and administration of recreation, parks programs or enforcement activities

Certificates and Licenses:
Current certification in adult, child and infant CPR (or obtained within six months of hire), Current First Aid certification (or obtained within six months of hire).
Forty hours of training according to the State of Florida Police Standards and Training curriculum is required (may be obtained within one year of hire or promotion to position for (Enforcement Division Only).
A Class B CDL is required, however a Class A would be preferred.(Must have CDL permit by first day of employment and obtain CDL license within 6 months of hire.)
