MAJOR FUNCTION:

This is a technical position related to traffic engineering practices and traffic control. All functions of the position support maintenance of safety and welfare in functional areas related to roads, signage, pavement markings and signals.



ESSENTIAL FUNCTIONS;

The following statements describe the principal functions of this job and its scope of responsibility, but should not be considered an all-inclusive listing of work requirements.  Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the work load.

  • Supervises the installation of mechanical field traffic counters at various locations and retrieves data from counters Processes and organizes count data.

  • Conducts turning movement counts by using counting equipment, traffic signalization studies, and speed studies.

  • Reviews traffic studies and traffic control plans to ensure compliance with the Manual on Uniform Traffic Control Devices.

  • Investigate citizen concerns and provide proposed resolutions to Supervisor.

  • Assist with preparation of traffic studies.

  • Responsible for Striping Crew daily work assignments to maximize operational efficiency.

  • Reviews and inspects sign design and roadway marking installation plans using federal, state, and County specifications as guidelines.

  • Investigates complaints regarding traffic operations.  Makes recommendations to supervisors for resolution of complaint.

  • Inspect and review development plans.

  • Participates in the supervision and training of subordinate staff. 

  • Assists with monitoring and recording traffic section's material budget.

  • Required to report to work at the appointed hour, as scheduled, and to work the entire assigned schedule.


SECONDARY FUNCTIONS

  • Assists with review of Traffic Impact Analyses submitted by developers and consultants.

  • Performs other duties as assigned.


CUSTOMER SERVICE: This is a front-line position for providing customer service to members of the general public and other County employees.  Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department.  Service is provided in person and by phone contact.


SUPERVISION: Responsible for directly and regularly supervising work of a relatively small number of employees with subordinate supervisors reporting to this position.  Includes assigning, directing, evaluating, and reviewing work of subordinate employees.  Responsibilities include evaluating job performance, recommending selection of new staff members, promotions, status changes, and discipline; and planning, scheduling, and coordinating work operations. 



Hours: Full time



Salary: $20.19 to $23.22 per hour DOE



 


Required Qualifications :
EDUCATION, EXPERIENCE, LICENSES, CERTIFICATIONS

  • High school diploma or GED equivalency, supplemented by vocational/technical course work in traffic operations, with ten (10) years progressively knowledgeable experience in the field.   

  • Valid Florida Driver License for required travel 

  • Certifications: Level III Signs/Markings and Level I Signals (Signals does not need to be recertified) from the International Municipal Signal Association.  Intermediate Level Maintenance of Traffic Certification from F.D.O.T.

Specialized Skills and Abilities

  • Experience in civil or traffic engineering.

  • Knowledge of procedures, methods, and practices of conducting traffic engineering studies in connection with traffic control.

  • Knowledge of equipment and materials utilized in traffic engineering studies and traffic control.

  • Knowledge of inventory methods and record control.

  • Knowledge of standards and practices related to roadway signing and marking.

  • Ability to prioritize and analyze data.

  • Ability to manage employees and schedule work. 

  • Ability to organize work and meet multiple deadlines.

  • Ability to remain calm in stressful situations.

  • Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns.  Includes the ability to build a constructive team spirit where team members are committed to the goals and objectives of the team


Machines and Equipment: 

To accomplish the tasks of this position, the employee will be required to operate; various traffic counting machines and equipment, a computer and other general office equipment, pavement marking equipment, and a vehicle.

PHYSICAL DEMANDS: 

While performing the duties of this job, the employee will regularly be required to stand, climb, balance, stoop, kneel, crouch, crawl, and lift up to fifty pounds; will regularly be required to walk, sit, reach with hands and arms, and taste or smell; and will frequently be required to use hands to finger, handle, or feel, talk or hear, and lift up to twenty-five pounds.  Vision requirements are close, distance, color, and peripheral vision, and depth perception.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  While performing the duties of this job, the employee will regularly be exposed to toxic or caustic chemicals; and will frequently be exposed to wet or humid conditions, moving mechanical parts, fumes or airborne particles, and outdoor weather conditions.  The typical noise level is moderate.
