Job Description :
The Utility Regulation Manager will oversee the management, tracking and resolution of complaints from citizens served by regulated water and wastewater utilities.

 

Essential Functions

 



  • Resolves disputes in accordance with applicable sections of County Code and State Statute and/or Florida Administrative Code

  • Interprets County Code and draft ordinances/resolutions to be recommended by the Water and Wastewater Authority to the Board of County Commissioners for approval and codification

  • Manages, tracks, and audits the collection of regulatory fees for water and wastewater utilities

  • Assesses rates adjustment requests by review of rate case, price index, and limited rate proceeding submittals

  • Manages, only as needed, a consultant for extremely sensitive and/or complex rate submittals

  • Prepares and submits agenda package, with administration staff support, for issues and items to be considered by the Water and Wastewater Authority Board

  • Drafts and makes public presentations to the Water and Wastewater Authority Board, the Board of County Commissioners, and to the public as required to carry out the duties of the Utility Regulation Office

  • Makes field inspections of regulated utility infrastructure and records annually and as required by customer complaint, utility request, and/or rate proceedings analysis Communicates with accounting and legal representatives of both the regulated utilities and customer base to resolve disputes or to make interpretation of County Code and Florida Statute




The primary work schedule will be Monday to Friday from 8:00 am to 5:00 pm; however, this position is required to work as described below in the Emergency Response/Recovery Activities section:

EMERGENCY RESPONSE/RECOVERY ACTIVITIES
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.

Salary Disclosure:
Starting Salary: $43,948.03 per year (Exempt position)
Salary Range: $43,948.03 to $63,491.09 per year (Exempt position)
Required Qualifications :
Education, Training, and Experience:

  • Bachelor's Degree from an accredited college or university

  • Five (5) years experience in the area of water and wastewater utilities operations and maintenance and/or environmental regulations


Certificates, Licenses, Registrations, Skills:

  • Requires valid Florida Driver License

  • Must have strong organizational skills and attention to detail

  • Requires ability to maintain courteous and effective relations with County staff and the public

  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.)

  • Must have ability to interpret and apply County Code as it concerns regulated utilities, utility regulation, rate setting practices, and Florida regulatory requirements as set by the Water Management District, the Florida Department of Environmental Protection, and or the Federal Environmental Protection Agency

  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:

    • IS-100.c: Introduction to the Incident Command System (ICS); and

    • IS-700.b: An Introduction to the National Incident Management System
